I don't know if you know someone like that, but there are some people that can come off as really scruffy or arrogant at first, but have in the end very good characters. When you call someone a diamond in the rough or a rough diamond, you're refering to people like that. They may look rough at first, but turn out to be very good people if given the chance to show their qualities.
Or even better. Sometimes some people can only show their bad qualities, and keep their good side most of the time hidden. They can be a little bossy sometimes, but when they become your friends, they can turn into really loyal ones. It happens all the time when you don't know someone, but judge him by his first impressions.
Let's suppose one of your acquaintances seemes very snobish and vain, and you really deslike him by the first impression he gives off. The thing is, you finally have the chance to get to know that person a little better and discover a really nice, smart, considerate person behind that rough image you first had on mind. While talking to another friend of yours about him, you say: Well at first I didn't like him that much. I thought he was snobish and very self-centured. But in actuality he's just a diamond in the rough. A little hard to take at times, but a very good person in the end.
