Imagine you have the worst boss that ever existed in the history of humanity. Whenever he's around his employees, there's always some yelling or accusations. You can't take it anymore. One of these days, when you were minding your business at your office, you heard your boss yelling at a woman just because she dropped some coffee on the floor. You think your boss is crossing the line there. While talking to your coworkers later, you say: He's nothing but a bully and rides roughshod over anyone who's not working exactly the way he wants. It's impossible to be efficient and please someone like that.
When you ride roughshod over someone, you're treating them with disdain or scorn. When you ride roughshod over something, you act in a way you want, ignoring rules or traditions. For example, you go to a foreign country, and do a lot of no-nos there. So a local person comes up to you and say: You can't do whatever you want here, there's tradition and laws for people to abide by, and you're not an exception. You can't just ride roughshod over the law. Roughshod is what a horse has as a kind shoes to prevent slipping.
