Nobody likes to wait. I bet you've been through a situation in your life where you had to wait longer than you expected, and when your wait was finally through, you couldn't help but show a little bit of your disappointment.
Let's suppose you set up a time with your friend to meet up at a shopping center. To make sure you won't be late in the case you get stuck in traffic, you leave home a little earlier. What you didn't expect though was that only one and a half hour later your friend would finally show up. You can barely hide your disappointment when he arrives, so you say: So you finally got here! It's about time!
When you say "It's about time!", you're sayin in other words that it's almost too late, or that you've been waiting a long time. Don't forget the right intonation. It should make it clear you're disappointed on how late something or someone is. Let's try another example! Think of the times you borrowed someone money or anything else and it took ages until you finally got it back. Imagine yourself borrowing a friend some money on the condition that he'd pay you back within one month, tops. The thing is it's been 3 months now and you've not been paid back yet. On the fourth month, when you least expected, there he comes with your money and of course a bunch of excuses. You try to be cordial and not to show any frustration, but while talking to somene else about him, you say: He finally paid my money! It's about time!
