Suppose you arrive at home all excited to tell your family how happy you are for getting a raise. Everybody gets very excited for the big news, but when you say how much you're getting paid now, they seem to be disappointed. In their opinions, there's not a big difference at all. Here's what they say: I know your raise is better than nothing, but it's nothing to shout about.
When something is nothing to shout about, it means that it's not that much of a big deal, it is not very important. If you shout about something, it means you're very excited and there should be big news involved. But when something is nothing to shout about, it means it's not worth any shouting.
